Unless such information has already been conveyed, the service provider is required to inform the user, prior to use of the service, about the method, scope and reasons for collecting, processing and using personal data and about the processing of said user’s data in states not located within areas applying Directive 95/46/EC of the European Parliament and of the Council of 24 October 1995 on the protection of individuals with regard to the processing of personal data and on the free movement of such data (Official Journal of the European Communities No. L 281 p. 31).

In instances where automated processes allow subsequent identification of the user and collect, process or use personal data, the user shall be informed prior to entering any data. This information must be accessible to the user at all times.
